Key Accountabilities:
Pre-contract (reporting to Project Managers):
• Ensure full compliance with HSE policies and procedures that GHBR Business Principles are adhered to and guidelines set out in the project Contracting and Procurement Procedure are strictly followed during the tender processes
• Support the definition and document for approval the contracting strategy and tactics for the Surface Facilities scope of work
• Prepare pre-qualification and call for bid documentation and pre-qualification and tender evaluation specific procedures for Surface Facilities contracts in accordance with GHBR Contracting and Procurement Procedure.

 • Coordinate the pre-qualification, call for bid, bidding clarifications, technical and commercial evaluation and award processes for the Surface Facilities contracts ensuring timely progress is achieved, including preparation and issuing of BAOSEM announcements, submission of pre-qualification questionnaire and call for bid packages, preparation and issuing of communication bulletins to bidders, preparation of Tender Board (Comité d’Appel d’Offres) submissions, preparation of final contract documents, and obtain signature for the execution of the contracts
• Assist in the preparation of the technical evaluation reports and commercial recommendation to award
• Liaise with HSE to ensure that contract documents contain the necessary provisions for contractor to execute the works in a safe an environmentally responsible manner
• Ensure that Risk management in the tender process is carried out
• Develop and maintain performance reporting in the Contracting and Procurement area
• Archive and maintain an audit trial of all tender process documentation including BAOSEM announcements, pre-qualification an call for bid documentation, pre-qualification and bidding communication bulletins, Comité d’Appel d’Offres submissions, signed contracts, correspondence and other relevant documentation
Post-contract (reporting to Project Managers):
• Support Project Manager (Contract Holders) when dealing with claims and change orders and prepare/validate change order documents ensuring good liaison with Project Services for cost and schedule impact analysis and change management. Support Contract Holder in obtaining the relevant internal approvals as per GHBR Change Management and Contracting and Procurement procedures. Support Contract Holder in the analysis and definition of claims avoidance/mitigation strategies for disputes resolution
• Provide advise to Contract Holders on contractual issues and prepare/validate contractual correspondence
• Ensure all contractual certificates, guarantees, bonds and insurances required under the contract are in place in the due time. Prepare certificates to be issued to contractors (e.g. completion certificates, close out certificates)
• Liaise with contractors and project Finance to ensure an overall efficient invoicing process. 

• Keep and update the Integrated Master Listing of all contracts, services orders and purchase orders generated within the Surface Facilities area. Archive and maintain an audit trial of the evolution of the contract change orders - taking due care of change
orders accepted, under discussion, disputed and rejected , certificates, approvals and other relevant documentation from contract award to contract close out 

• Responsible for the input of all contractual data needed to be provided in the ERP (Enterprise Resource Planning) system for establishing commitments and their follow up
• Timely progress of cumbersome and complex tender processes 

• Ensure that where possible the processes, systems and procedures reflect best practices including cross-project synergies and concurrent new development projects in Algeria so they are built into the contracting strategy and tactics
Professional Knowledge & Experience:
• Bachelor Degree or equivalent with appropriate professional qualifications in Engineering (preferably Mechanical, Petroleum or Chemical), Quantity Surveying, Finance, Accounting, Law, Economics, or Business Administration
• Minimum of 12 years’ experience in the wellsite, onshore CPF, Oil and Gas industry
• Appropriate major contracts (EPC) preparation, negotiation and administration knowledge

• Experience with other field development phase i.e. Conceptual, FEED, EPCI, especially in desert environment
• Good communication and negotiating skills, ability to work in multicultural teams
• Excellence in MS Office (Word, Excel, and PowerPoint)
• Systematic Thinking, Proactive working style and willingness to learn with the new task
• Strong interpersonal skills; a team orientation, as well as the ability to deal effectively with personnel at all levels
• Excellent knowledge of written English. French is highly considered
• Able to travel to the field if there is any short business mission i.e. Desert camp, CPF site
